Primary Function

The IT Manager will be responsible and accountable for the smooth running of the computer systems across all 4 locations, within the limits of requirements, specifications, costs and timelines. The IT Manager will supervise the implementation and maintenance of Tropicana Community Service’s computing needs while ensuring compliance to the industry’s best practice processes.

Areas of Responsibility

I.T. Management:
Develop the internal plans to facilitate the effective implementation and efficient operation of IT and computer systems.

  • Manage & evaluate information technology, computer systems & electronic data operations
  • Ensure the secure and reliable functioning of all internal and external networks, phone and computer systems and oversees the delivery of technical support for these networks and systems
  • Establish service level standards and consider options for renewal, enhancement (ie. Increasing bandwidth) or replacement, in collaboration with Tech Accord partners.
  • Develop and recommend IT policies and procedures to ensure best practices for security, disaster recovery, purchasing and service provision. Communicate with staff to ensure understanding and compliance of IT policies.
  • Investigate, consult and lead implementation of projects and initiatives to enhance and/or meet technological needs and service requirements.
  • Ensure security of data, network access and backup systems
  • Act in alignment with user needs and system functionality to contribute to organizational policy
  • Manage the budgets for phone, computer hardware, software, repairs and services.
  • Maintain and document systems and ensure adequate planning for business continuity.
  • Assist in development and review of IM policies and ensure processes are in place to support the policies.
  • Develop, implement and monitor a process for assessing IM program and IT services.
  • Monitor and review IM & IT needs and facilitates appropriate responses.

People Management:
Provide leadership and direction to external consultants.

  • Manage IT staff by recruiting, training and coaching employees, communicating job expectations and appraising their performance
  • Co-ordinate individual work plans to achieve the established unit goals and objectives of the IT team.
  • Develop and maintain written program procedures and activities for use by staff and volunteers
  • Ensure that staff are familiar with and follow Tropicana’s IT policies
  • Provide direction and support to the external consultants
  • Co-ordinate work functions for the external consultant  
  • Foster effective and efficient teamwork and communication systems
  • Conduct regular bi-weekly meetings with the external consultant

Financial Management:
Assist in monitoring the IT budget.

  • Develop and monitor the IT budget
  • Maintain effective record-keeping and statistics
  • Ensure all receipts are reconciled monthly for any advances given
  • Prepare requisitions for the IT team in a timely manner

Administration:
Provide administrative duties to meet objectives.

  • Negotiate and oversee the management of contracts/vendors as well as overseeing any direct staff supporting this function
  • Provide administrative duties to ensure that proper documentation is maintained
  • Conduct presentation at staff meetings and year-end annual report
  • Maintain a database of all contacts
  • Keep the Executive Director informed and up to date on relevant issues

Skills & Qualifications:

  • 7-10 years’ experience working in an information technology environment
  • A degree or diploma in Computer Science, Business Administration or a related field, or equivalent experience
  • Experience in technical resource management, mentorship, performance reviews and the hiring process
  • Proven helpdesk system management, maintaining service levels with regular reporting utilizing ITIL methodologies
  • Excellent working knowledge of cloud services, computer systems, security, network and systems administration, databases and data storage systems, and phone systems
  • Strong inter-personal skills with excellent communication skills, both oral and written
  • Ability to deliver support that builds a service oriented relationship between IT and the organization.
  • Vendor management experience
  • Self-motivated and independent with excellent time management and organizational skills.
    PMP certification or experience in project management is an asset
  • Experience in strategic planning development is an asset
  • Knowledge of ITIL, networking protocols, threat and encryption technologies, Sage financial system, MS Exchange, Microsoft Window’s Server, Virtualization, firewall/switch/NAS experience, specifically (Fortinet, Cisco and QNAP ), SQL database experience
  • Experience in systems design and development process, including requirements analysis, pilot testing, installation, evaluation and operational management is an asset
