The Opportunity

Reporting to the Executive Director, the Project Development Manager is responsible for developing and managing various projects from research to implementation.  The Manager will perform a variety of functions involving grant budget management, reporting, monitoring and evaluation against required deliverables.  The Project Development Manager will also be responsible for overseeing The Supporting Black Canadian Communities Initiative Project (SBCCI), providing advice, administration and project support to Black led/serving Non-profit, grassroots organizations who are applying for, grants, or award funding for capacity building related activities.

Software Requirements:
Computer literacy with strong proficiency in Microsoft Office Suite, word processing and database management

Additional Requirements:
Project Management Professional (PMP)® designation is an asset

COVID-19 Considerations:
In response to Covid-19 the Tropicana has adopted a hybrid work model. While we have some employees working from the office, masks are required. Other employees are able to work from home, and when needed, from the office.

Areas of Responsibilities

Planning & Program Development:

  • Develop and manage the framework and associated policies to ensure the funds are distributed to meet community and funder needs and are managed with due diligence
  • Oversee multiple projects, ensuring consistent strong alignment with Tropicana’s values, goals and objectives
  • Implement evaluation mechanisms to monitor and evaluate granting programs
  • Understand policies as they relate to grants, contracts, financial management and procurement
  • Protect Tropicana from reputational and financial risk through careful contract negotiation,
  • Facilitate the projects while being flexible and responsive to applicants/grantees
  • Recruit, train, coach, and manage staff in a way that encourages collaboration and stay accountable to achieving their goals
  • Implement evaluation mechanisms to monitor and evaluate the granting programs
  • Direct multiple project-focused teams, guiding strategy, overseeing and coaching on the creative process, and ensuring on-time and on-budget delivery of projects
  • Manage, train and coach a broad network of committee reviewers
  • Assess impact of grants and track grant applications and outcomes
  • Ensure accurate, consistent and efficient workflow to best support granting programs
  • Model and cultivate a positive culture and tone for the organization

Financial Management:

  • Prepare and recommend annual budget requests, authorize expenditures, monitor and work within department budget
  • Ensure projects are audit ready and in compliance with funding agreements
  • Manage the agreement process to ensure complete applications using database
  • Oversee the grantee awards and budget to ensure compliance and accuracy
  • Direct submission of final activity reports to funding agencies
  • Manage the payment of claims and requests to funding bodies according to schedules

Community Relations:

  • Act as a connector and spokesperson, ensuring effective communications with stakeholders, community organizations and grantee organizations
  • Lead SBCCI’s Community of Practice (CoP) initiatives
  • Attend meetings with external representatives regarding program guidelines and best practices
  • Establish positive and collaborative relationships with community groups, funders, politicians, and other supportive organizations to help achieve the goals of the organization
  • Develop relationships with grantee to enable effective communication when questions or concerns arise

Management of internal funding or nomination programs

  • Ensure SBCCI and other newly granted programs are executed in a consistent and transparent manner
  • Develop; train and communicate SBCCI’s internal competition procedures
  • Coordinate SBCCI review panels, participate in, and document panel recommendations
  • Provide analysis of projects to senior management to support strategic decision making

Skills and Qualifications

  • Completion of a bachelor’s degree or a related field, preferably at the Master’s level
  • Minimum of 6+ years program management and staff supervision/support experience in a not-for-profit social service organization
  • Authentic leadership with demonstrated ability to collaborate with and inspire others to strive towards a shared vision
  • Hands-on financial management skills, including market research & analysis, target setting, budget preparation, analysis, decision-making, and reporting
  • Proven ability to evaluate and edit grant proposals and negotiate agreements and contracts
  • Demonstrated knowledge and understanding of the particular issues faced by the Black, African and Caribbean Community in Canada
  • Strong proficiency with a variety of computer software applications including word processing, spreadsheet, database management
